Can I get my ex boyfriend for child abandonment?

My daughter is 4 and her father has not seen her in a little over 3 months. He has talked to her 1 time on the phone within that time period. I have full custody of her but he gets to see her twice a week. Again he has not seen her within the 3 month time period. My question is can I get him for some form of abandonment? I really want his rights terminated but I keep hearing from people that I wont be able to. Does anyone know what the guidelines are? I live in Michigan by the way. I just don't know what to do anymore. I am tired of seeing my daughter upset and hurt because her father doesnt make any effort to be a part of her life. Please help! Thanks!
